How this page works
The check runs from this site, which is separate infrastructure from the authorization server. That matters: a service asking itself whether it is up reports "yes" until the moment it stops, and then reports nothing at all — which reads exactly like being fine.
Each check asks for what your users and applications reach first: the discovery document, a key to verify tokens with, and a sign-in form that could be submitted.
